The Seimas adopts guidelines for the change of cultural policy in Lithuania, initiates the legislative process of setting up a Council.

The Ministry of Culture submits 4 draft laws on the Council to the Seimas.

The Seimas adopts the Law on the Lithuanian Council for Culture, transfers the right to administer the Culture Support Fund.
